Before governance, before treasury, before a single member is onboarded, there is the charter. A foundational charter — Layer Zero — establishes the network's guiding principles, legal framework and collective aspirations. It typically outlines rights and responsibilities, decision-making procedures and core values. Clarity here shapes every other aspect of the network. Without a well-defined charter, disputes arise over basic governance, and members may lack trust in the system's direction.

Layer Zero is the bottom of the stack precisely because everything else rests on it. Get it right and the rest of the architecture inherits its coherence; get it wrong and every higher layer compounds the ambiguity. The hard questions are not technical but constitutional: which principles must be non-negotiable even as the network evolves, and which must stay flexible? How do you balance broad aspirations — global impact — against the practical, legally viable structures available right now? Notice how the clusters lean on one another. Identity & onboarding is the membrane: too complex and it repels good people, too lax and it dilutes trust. They are not problems to be solved once but balances to be struck continuously — the standing tensions every network state lives inside. Four of them recur most insistently, and how a network holds each says more about its character than any line in its charter.

Some functions — security, treasury, legal compliance, external relations — want central coordination; everything else wants grassroots autonomy. Too much control stifles innovation; too little invites chaos.

A network that pretends it has resolved them — declared itself fully decentralized, fully simple, fully global, fully remote — has usually just hidden the cost somewhere it cannot see. The healthier posture is to hold each balance openly, watch the metrics that reveal when it has tipped, and re-strike it as the network grows. The work is never finished, and admitting that is part of doing it well.

07 · Ground, recognition & the long horizon

Many network states are primarily digital, but some aim to set foot on the ground — physical hubs, enclaves, shared spaces, even quasi-sovereign land.
